REGULAR MEETING
THURSDAY SEPTEMBER 12, 2013

PRESENT WERE: Robert McCarthy, Steven Ross, Chris Kerr, and Alternate Todd Machnik seated for Harold Thompson and Alternate Don Willis seated for Stephen Martino and Alternate Edgar Butcher. Also present Attorney Edward Cassella.
Vice Chairman Robert McCarthy called the meeting to order at 5:30 p.m.
SUBDIVISION OF LAND OF DAVID BLACKBURN, BLACKWELL LANE, OLD LYME
Steven Ross made a motion to grant a 90 day extension for the Subdivision of David A. Blackburn on Blackwell Lane. Chris Kerr seconded the motion. The motion passed unanimously.
UPDATING DESIGN AND CONSTRUCTION STANDARDS
Steven Ross made a motion that the Planning Commission moves to forward the Draft Regulations for Public Improvements to the Board of Selectmen to review for enactment as an ordinance. In the event that any revisions or comments are made by the Board of Selectmen, the Planning Commission requires rereview of any comments or revisions prior to the Town Meeting to ensure consistency with the Subdivision Regulations and for review by Thomas Metcalf, P.E. and Geoff Jacobson, P.E. Chris Kerr seconded the motion.
DISCUSSION:
Attorney Cassella stated the commission is still waiting for Geoff Jacobsons’s comments and therefore suggested if he makes comments minor in nature or typographical that we authorize staff to make these non-substantive changes.

Steven Ross suggested a second motion be made to authorize Goeff Jacobson to make corrections that are minor or non-technical in nature.
Steven Ross made a motion to amend the motion to add the additional wording. Todd Machnik seconded the motion. The motion passed unanimously.
A motion passed unanimously on the amended motion.
